Fassel spoke about the incident to Russian news agency TASS, via Reuters.
"The IIHF has its own protocol and some sort of punishment will be handed down," said Fasel. "When I saw what had happened, I was very upset. In the 29 world championships that I have had the honour of attending, this is the first time I have seen something like this.
"What the Russian team did was completely out of order."
TSN Hockey Insider Darren Dreger was at the game in Prague and tweeted while the incident was taking place.
"Most of Russian team leaves ice during celebrations. Ovechkin appears to want the team to stay out," wrote Dreger.
According to Russian sports writer Slava Malamud, former NHL star Ilya Kovalchuk reportedly waved his teammates off the ice.
